Experience and specialized training in state and international procurement processes, applying national legislation and United Nations frameworks.
Direct experience in regulatory and administrative legislation as President of the Specialized Chamber for the Elimination of Bureaucratic Barriers at INDECOPI (since 2018, renewed 2024–2029), resolving hundreds of cases affecting private sector competitiveness.
This background enables a clear understanding of both the regulatory framework (Law 32069, Legislative Decree 1071) and its real-world application in public administration, contributing balanced and practical analysis in public procurement arbitration.

International Trade & Investment
Leadership in negotiations during the WTO Doha Round, and active participation in negotiating the Peru–U.S. Free Trade Agreement and other next-generation agreements from the Vice Ministry of Foreign Trade at MINCETUR, including specific investment chapters.
Additionally, leadership in promoting sectoral competitiveness policies from COMEXPERU.
These modern agreements incorporate investment chapters protecting foreign investors’ rights and establishing dispute resolution mechanisms, enabling a strategic and realistic approach to international trade and investment arbitration.

Productive Value Chains
National coordination of the GQSP Peru program of ONUDI (US$ 4 million) to strengthen quality in coffee and cocoa sectors, preparation of studies on productive development, clusters, and social management nationwide, and evaluation of productive projects with ProInnóvate across multiple regions.
This multisectoral perspective enables mediation of divergent interests (regulators, regional governments, cooperatives, and companies) through equitable technical solutions that preserve the economic viability of all parties.
