My practice as an arbitrator is based on more than two decades of experience in public policy, international trade, economic development and strategic consulting. PUBLIC PROCUREMENT
Justice and Transparency in Contracts with the State
My experience in INDECOPI's Specialized Chamber for the Elimination of Bureaucratic Barriers has provided me with an exceptional understanding of how public contracts work and the regulations that govern them.
I have also worked for several years organizing the acquisition of goods and services under the multilateral regulations of the United Nations and preparing technical proposals and files for tenders with entities of the Peruvian State. Additionally, I have a specialization in Peruvian public contracts with recent legislation.
This work allows me to arbitrate disputes in public contracts with an approach that ensures legality, equity and efficiency, resolving conflicts related to tenders, contractual compliance and application of administrative regulations.

My career in the Vice Ministry of Foreign Trade and COMEXPERU has positioned me as an expert in international trade and trade negotiations.
At the Vice Ministry, I led Peru's strategy in the WTO Doha Round, strengthening our position on the global stage, while at COMEXPERU I defended the interests of the main business leaders before public entities such as different ministries, PROMPERU, SUNAT, among others, and in the ongoing international trade negotiation processes.
This experience allows me to arbitrate disputes related to free trade agreements, international contracts and trade regulations, applying deep technical knowledge and strategic vision to balance transnational interests.
Relevance to Arbitration: My ability to interpret trade treaties and mediate between parties with diverse interests enables me to resolve conflicts involving foreign trade, ensuring resolutions that comply with international regulations and promote economic competitiveness.

My work at COMEXPERU developing proposals to improve the business environment, liberalize foreign trade and increase competition in the Peruvian market on behalf of the national and international private sector, my experience at PROINNOVATE Peru evaluating innovative business projects, and my experience in consulting with entities such as FINCYT have strengthened my ability to analyze the viability and regulatory impact of investments. I have reviewed proposals that balance the interests of investors with the needs of sustainable economic development, a perspective that I apply to arbitration in investment cases. My experience at INDECOPI has also taught me to ensure that regulations are fair and do not unnecessarily hinder private initiatives, which is crucial in investment disputes.

My work at UNIDO, leading projects to strengthen the quality of coffee and cocoa, together with my consulting on projects such as PRODUCE Business Clusters, and others like them, has given me a deep understanding of how policies and projects impact productive development.
I have worked with producers, district, provincial and regional governments, ministries and regulatory agencies to increase the competitiveness of key sectors, ensuring that regulations promote sustainable growth.
