INDECOPI
Member of the Specialized Chamber for the Elimination of Bureaucratic Barriers.
Since January 2018, I have been part of INDECOPI's first Chamber for the Elimination of Bureaucratic Barriers, presiding over it for three years until April 2023. Renewed in July 2024 for a further five years, I am currently its President. My work is distinguished by a rigorous analysis of legal, administrative and market complexities, offering fair solutions with independence and high ethical standards.
This system, unique worldwide, eliminates unjustified obstacles to facilitate the access and permanence of economic agents in the market, combining administrative law, economics and management to evaluate regulations and impacts on competitiveness. I have led emblematic cases in employment, transportation, health, foreign trade, mining, agriculture and more, covering all levels of government, from ministries to municipalities, promoting a more efficient and equitable market.

National Coordinator
Project “GQSP Peru - Strengthening the quality of coffee and cocoa in Peru”, with the support of Swiss Cooperation - SECO.
First phase (2019 - 2023): US$ 2.5 MM implemented.
Second phase (2024 - 2027): US$ 1.5 MM to implement
I lead a $4 million project to boost the competitiveness of Peru’s coffee and cocoa exports, strengthening the quality infrastructure (QI) alongside actors like INACAL, SENASA, regional governments, labs, and San Martín cooperatives. The first phase exceeded expectations, enhancing the QI system and value chains, prompting a second phase funded by Swiss Cooperation and UNIDO.
I guided the project with a focus on quality and sustainability, managing procurement under UN standards with efficiency and transparency. My expertise in regulations and international standards equips me to arbitrate disputes involving norms and trade. Collaborating with diverse stakeholders, I honed mediation skills—key for resolving supply chain or development conflicts—while designing monitoring systems to assess outcomes, applicable to arbitral case management.
PROINNOVATE PERU

Evaluation of business innovation projects submitted to competitive funds managed by PROINNOVATE PERU. Final technical decision-making stage before the Board of Directors.
I evaluated numerous business innovation projects across various sectors and regions in Peru, providing critical analysis to assess their viability and impact. As the final technical review before the Board’s approval, I ensured only the strongest initiatives secured funding.
This role gave me deep insight into evaluating innovative projects, from public policy to business execution. I’m prepared to arbitrate disputes over innovation contracts or public funding, balancing regulation and investment with an evidence-based approach

Consulting firm in management and public policies, social management for mining companies and productive development, with more than ten years in the market.
I led the Public Procurement area at METIS GAIA, coordinating selection processes and crafting technical and economic proposals. This experience gave me a thorough grasp of Peruvian procurement regulations, preparing me to arbitrate related disputes.
I directed strategic studies in health, education, foreign trade, and infrastructure, assessing multisectoral programs for public and private entities. For PRODUCE, MINCETUR, and PROINVERSIÓN, I analyzed competitiveness in key sectors like the Amazon Multimodal Axis and coffee clusters, fostering innovation and sustainable growth.
In social policy, I led research for RET AMERICAS and World Vision on Venezuelan migration and humanitarian responses. In education, I aligned academic offerings with labor market needs for MINEDU, enhancing teaching in regions like Cusco and Arequipa. With Swiss Cooperation and USAID, I designed SME support strategies and evaluated Aid for Trade’s impact.
My work in institutional modernization with PCM and MEF optimized public spending and results-based management. These experiences equip me with an analytical, multidisciplinary approach, ideal for arbitrating disputes in procurement, trade, and development with balanced solutions.
